Only once, to activate: you sign in with your 360Creator account the first time you set up the editor on a device (each license covers up to 2 devices — say, a desktop and a laptop, and you can swap devices from your account anytime). From then on it runs entirely offline — panoramas are read from your local disk and tours are built and exported on your machine, which matters when you're working on site or on a network that won't reach the public internet.

Yes, in both directions. An exported tour carries a manifest.json describing the full tour — scenes, links, settings, branding — next to its assets folder. Import that into either editor and the tour is rebuilt exactly as it was.
